The game has six chapters (or six criminal careers) totaling two chapters first in Liberty City then San Andreas and finally Vice City. Although these cities are fictional they are clearly modeled after New York City San Francisco and Miami and are the basis for most of the later GTA installments.

Successful completion of this chapter requires achieving a certain score that increases as you level up. This is done mainly by fulfilling customer orders traded with each chapter and even sometimes with rival gangs. In addition there are side activities or points to earn money such as selling stolen cars to load cranes or scraping and destroying roads. A special feature of GTA was the complete freedom of movement (open world) which was rare in video games of that time which allowed you to individually design missions or explore large cities.
